should a laptop cooling pad blow air in or draw heat from the bottom of the notebook?

what works best?? mine have always blown cool air into the vents, but people think that can damage the fan and that drawing heat away and leave no air to pass over the cpu

A Principle of Physics is that HEAT RISES. It is easier to blow air in from the bottom where you can control the air gaps, notice that every electronic devise on your desk has little feet built in to hold the unit off the surface, anything you put on the top will lay right on the surface. sealing the output. Air will not damage a fan either hot or cold.
